State officials in Florida have reported  record low fatalities in 2009 based on miles driven.  Daytona Beach and all areas of Florida have seen a steady decline in highway fatalities since 2005.  Officials credit the reduction to several factors including the mandatory seat belt laws and other new laws such as the  "move over" law which requires all drivers to move over a lane if safety or emergency vehicles are on the road side.  Unfortunately, there was still over 2000 fatalities in 2009.  However, the downward trend appears to show that Florida's highway safety laws are having a positive effect.
